Australian Greens Party member of the Victorian state parliament, Colleen Hartland, has launched a new retro-style postcard as part of an intensifying campaign to have a 10-cent deposit on bottles, cans and cartons in the state.
Ms Hartland’s latest move features ‘Colleen’ and ‘Ted’ as she steps up pressure for the conservative Liberal-National Premier Ted Baillieu to back her plan for a 10c refund in Victoria.
She has called for volunteers to help distribute the cards so the Premier gets the message from across the community.
“The Premier needs to stop wavering and make an announcement on Clean Up Australia Day on March 4,” said Ms Hartland
“He should back the Greens plan, or front up to the community and tell them that he has walked away from the stance he always claimed to have.”
“The postcard was inspired by hundreds of people who told me they used to return empty bottles for a refund when they were kids.
“It’s such a simple idea, but so powerful that the experience changed how they see litter for the rest of their lives.”
“On Clean Up Australia Day volunteers all over Victoria will haul rubbish out of the environment.
“The next day it starts accumulating again, but the great thing about a 10c refund is that it makes litterers think twice,” Ms Hartland said.
“In South Australia, drink containers are much less likely to end up as litter, because they have a money value.”

The scheme works very well here in SA! Don’t understand why the other states are so slow in adopting this policy. Even if the beverage companies had to add an extra 10c to cover the cost, I doubt the consumer would even notice! It’s win/win and results with a high recycle rate
